ATF Clarifies 80% Lower Receiver Rule. A big issue in the ATF ruling on 80% lowers is the word "readily" as stated in the new rule. That rule says, a receiver is a gun when it “may readily be completed, assembled, restored, or otherwise converted” into a functional receiver.
