Organic is great when you have small features that need a bit of support, particularly as organic supports can reach over lower layers. I use it a lot for minis and similar. Snug is better for parts that need large support areas, I use it mostly on functional parts I can't make any other way. It's more an improved version of grid than anything ...

If this is something that you dont want then the only real way to control it is to change the Min and Max layer heights in your Printer Settings>Extruder settings.
